Drugs and psychotropic substances are among the most dangerous scourges that threaten the existence of individuals and societies because of their devastating negative effects on physical and mental health and on social, economic, and legal relations. That is, they have a negative impact on society as a whole. With the development and spread of drug use patterns, its effects are no longer limited to the health and security aspects only, but have gone beyond it to the emergence of a legal relationship affected by the use and the occurrence of harm to others as a result of the behavior of the person using himself or those who promote it, which raises many questions about the scope of civil liability that could result in this context.
Since civil liability is a legal system that aims to redress damage and compensate the injured person, whether it is a contractual or tortious liability, the subject of drug and psychotropic substance abuse is one of the angles that receives sufficient attention in civil studies due to its background and the damage it causes that may lead to legal liability that requires obtaining compensation.
